W. P. J. BASIL FERNANDO was born on 14 October 1944 in Sri Lanka. He has been active in human rights and social issues from his youth. He graduated from the Faculty of Law of the University of Ceylon, Colombo, Sri Lanka in 1972 and practiced law from 1980 to 1989. He has been the Executive Director of the Asian Human Rights Commission (AHRC) and the Asian Legal Resource Centre (ALRC) since 1994 and is the author of several books on Human Rights related issues and legal reform issues.
